Proposition: To raise taxes on tobacco products to fund health care for the working poor, health care facilities and tobacco prevention programs. The proposed tax on cigarettes is $0.60.
Background of the issue: In 1994, voters passed an initiative that increased the state tax on cigarettes, cigars and other tobacco products. The additional money generated was put in a fund to be used for health care, education and prevention of tobacco use. If passed, this proposition would raise the tax that was instituted in 1994.
Who proposed it: 300-level propositions are proposed changes to state laws placed on the ballot by the legislature.
Arguments for: "…We know from experience that increasing the tobacco tax will result in a decrease in tobacco consumption. Higher prices on cigarettes mean fewer smokers and healthier lives."

Arguments against: The Secretary of State did not receive any arguments "against" Proposition 303, however a raised tax means those who buy tobacco have to pay more. This could hurt retailers and low-income residents who wish to buy tobacco products.
