The witness interrupted the two men, who then ran to a car and fled, police reported.
Police later found the car that matched the description given by the witness, according to police.
The witness identified the man from a photo lineup, and the second man told police he had entered the garage with the other man, according to the report.
Before police transported the man to jail, he told officers he had marijuana hidden in his scrotum and police reported finding a usable quantity of marijuana in saran wrap under his scrotum.
The man was taken to Tempe City Jail, where he was booked and held to see a judge, according to the report.
