Tempe Police reported the following incidents Monday:

A 28-year-old Phoenix man was arrested Nov. 2 at Sixth Street and Mill Avenue on suspicion of consuming liquor in a vehicle, having an open liquor container in a vehicle and marijuana and drug paraphernalia possession, according to a police report.
An officer saw the man and a passenger drive by him in a white Chevrolet Impala at Mill Avenue and Third Street, the report said.
As they passed the officer, he reported that their windows were down, and he could see the man taking a drink out of a red Solo cup.
The officer followed the man and caught up to him at Mill Avenue and Sixth Street, according to police.
The officer shined his light in the vehicle and could see the passenger also drinking from a red Solo cup, police said.
He asked the passenger what was in the cup, and he said it was lemonade, the report said. The officer then asked what else was in the cup and the passenger hesitated, according to police.
The officer reported seeing marijuana shake on the center console and reported smelling an odor of marijuana coming from the car.
He asked if either of them had a medical marijuana license and both said they did not, police said.
Both men were removed from the car so the officer could search the vehicle, according to the report.
The officer reported finding a blunt containing marijuana behind the driver’s seat, a digital scale in the front console and a blue backpack containing more marijuana and many plastic bags.
The man denied knowing about the marijuana and said it was not his, the officer reported.
The man was transported to Tempe City Jail where he was booked and held, the report said.

A 33-year-old Tempe man was arrested Nov. 5 on the 4500 block of South College Avenue on suspicion of marijuana and drug paraphernalia possession, violation of a promise to appear and being a fugitive from justice, according to a police report.
Police contacted the man after receiving a call that he was acting suspicious at a preschool on South College Avenue, the report said.
The man was seen wandering around a fenced playground of the school while children were present, police reported.
The caller told police the man appeared to be either intoxicated or high on drugs, police said.
The man left the playground and was followed to a nearby Whole Foods Market where officers found he had two outstanding warrants, according to police.
A search revealed a small bag of marijuana and a small glass pipe with what appeared to be marijuana residue, officers reported.
The man was arrested and transported to Tempe City Jail, where he was booked held to see a judge, the report said.
