Congress, spurred by studies that showed 50 percent of mothers on welfare first got pregnant as unwed teenagers, recently approved spending $250 million over the next five years on abstinence-only sex education. The money will only be granted to programs teaching abstinence and not to any organization that provides family planning, contraception or abortion services.
